The 9F is for genuine study above high school at an eligible Philippine institution. The school is not a side detail; it is part of the visa process.

Concrete requirements
- Age and course: BI describes 9F for foreign students at least 18 years old and studying above high school.
- Eligible institution: The university, college, seminary or school must be able to support the foreign-student process.
- Admission and money: Admission documents and sufficient funds for study and stay are needed.
- School liaison: Filing and extension are usually not detached from the school.
- Not 9F: Minors and non-degree courses often point to a Special Study Permit instead.
What 9F is good for
9F is a study status, not a substitute for work, marriage residence, retirement or investment status. If study is the real purpose, the school must be the first checkpoint.
Role of the school
The school must be involved early. Ask in writing whether it handles foreign students, who the liaison officer is, what documents the school provides, whether the course is 9F-capable and whether the case is actually SSP rather than 9F.
Process and costs
The BI process includes checklist, application form, CGAF, pre-screening, payment, biometrics, ACR I-Card application, approval check, passport implementation and card release. Extensions must match the study period and school records.
The BI page currently lists a total for conversion to Student Visa plus an additional ACR I-Card fee, and a separate extension fee table. Add school fees, documents, translations, apostilles, clearances, travel and later extensions.
What to clarify before enrollment
Before paying larger school fees, clarify whether the institution is prepared for the visa process. This is especially important for language courses, short certificate courses, children and non-degree programs.
From abroad, prepare passport, school records, proof of funds, birth records for minors, transcripts, apostilles or translations where needed and digital copies. In the Philippines, the school endorsement, BI forms, ACR I-Card and later extensions become the operational work.
Bottom line
9F is strong when a real study program at a suitable institution is planned. It is weak when study is only a pretext for residence or work. Without clear school support, do not assume that 9F will solve your stay.
